The key can be acquired from Wandering Merchant in Bahama Base Camp (E3) with Expedition Box x30, which commonly drops in all 4 Bahama swamp maps (but not Underground Cave).

This mission is very straight-forward. Simply kill every Swamp Anglers on the map within 20 minutes. Once they are all dead, click on roulette chest for reward. Spammable area skills, such as [Tenseness], are recommended.

Jun the Angler Hunter will also help you. He will periodically announce the number of remaining Swamp Anglers. Eventually, he may also summon a dog for extra assistance. Note that their kills may result in insufficient kill count (70 kills required) to complete the repeatable quest from Coimbra Mercenary in Coimbra Nimrod Bridge.
