Ruby of Red Flames vs Arcard Eagle Eye

The recent Charlotte's Lost Cakes Event rewards the artifact, Ruby of Red Flames. Although it is designed for Charlotte, should you also use it for other characters? The following is a test to compare this artifact with the more generic artifacts, Arcard Eagle Eye and Arcard Rose Pierce.

Except for the artifact, the character is using the same equipment, has the same buffs, and has Accuracy 100. The target uses the statistics for Talos in Rank 7+ mission. This test is performed in USA game client v31.95.09. Later game versions may update the stances and thus, change the results.

MSG Barrol's Freed

This is less clear cut than the previous two tests. Fanning does more damage when using Ruby, but less damage if Tutte is a critical hit. The cool-downs for Fanning (17s) and Tutte (15s) are similar, so you probably would alternate between the two skills. Considering Freed's dependency on critical hits, I'd go with Arcard Rose Pierce.
